Mae Care & Repair Cymru yn credu y dylai pawb yng Nghymru dderbyn y gefnogaeth maent ei angen i fyw mewn cartref cynnes, diogel, cyfleus ac sy\u2019n diwallu eu hanghenion. Dyna pam y gwahoddwyd Care & Repair Cymru i roi tystiolaeth i Senedd Cymru i gefnogi\u2019r Hawl i Gael Tai Digonol yng Nghymru.<\/strong><\/h3>\n

Mae\u2019r Pwyllgor Llywodraeth Leol a Thai wrthi\u2019n cynnal ymchwiliad ar p\u2019un a ddylai pawb yng Nghymru gael yr hawl i dai digonol wedi\u2019i gynnwys yn y gyfraith. Yn dilyn cyflwyno tystiolaeth ysgrifenedig i\u2019r Pwyllgor, cawsom ein gwahodd i ateb cwestiynau gan Aelodau o\u2019r Senedd sy\u2019n ffurfio\u2019r pwyllgor am pam y credwn mai hawl cyfreithiol yw\u2019r ffordd i sicrhau fod gan bawb yng Nghymru gartref addas ar gyfer eu hanghenion (gallwch weld y cyfarfod o\u2019r pwyllgor yma)<\/a>.<\/p>\n

Mae gwneud yr hawl i dai digonol yn rhan o\u2019r gyfraith yn golygu fod gan Lywodraeth Cymru nod a gaiff ei warchod rhag newid mewn llywodraethau a chylchoedd cyllideb. Mae hyn yn golygu y byddai\u2019n rhaid i unrhyw lywodraeth yng Nghymru gynnwys sicrhau Cymru lle mae gan bawb gartref digonol yn eu polisi a chynlluniau cyllideb.<\/p>\n

Yn hanfodol, mae hawl i dai digonol yn ymwneud \u00e2 chartrefi unigolion, yn hytrach na grwpio gwahanol fathau o lety gyda\u2019i gilydd, er enghraifft anheddau y mae cynghorau yn berchen arnynt neu anheddau yn y sector rhent preifat. Mae gan Gymru eisoes nifer o bolis\u00efau sy\u2019n canolbwyntio ar wella cartrefi, tebyg i Safon Ansawdd Tai Cymru a\u2019r Rhaglen \u00d4l-osod er mwyn Optimeiddio, ond mae\u2019r rhain yn bennaf yn canolbwyntio ar bobl sy\u2019n byw mewn tai cymdeithasol. Mewn gwirionedd, gwyddom o ddata cenedlaethol a hefyd ein profiadau ein hunain yn Gofal a Thrwsio fod pobl sy\u2019n byw yn eu cartrefi eu hunain yn llawer mwy tebygol o fod yn byw mewn anheddau anniogel neu sy\u2019n anodd mynd o\u2019u hamgylch.<\/p>\n

Fe wnaethom esbonio bod Gofal a Trwsio bob dydd yn gweld pobl h\u0177n yn byw mewn anheddau anaddas nad ydynt yn diwallu ein anghenion. Dros gyfnod, daeth yn anos canfod datrysiadau i dai mewn cyflwr gael ac anghenion hygyrchedd. Mae\u2019r cyllid sydd ar gael wedi gostwng, a galw wedi cynyddu. Mae gan Gymru boblogaeth h\u0177n, a diolch i heriau fel y cyfnodau clo a\u2019r argyfwng costau byw, mae nifer cynyddol o bobl h\u0177n a bregus sy\u2019n berchnogion cartrefi na all fforddio cynnal a chadw eu cartrefi. Byddai hawl i gael tai digonol yn sicrhau y byddai\u2019n rhaid i Lywodraeth Cymru gefnogi pobl h\u0177n i sicrhau fod eu cartrefi yn rhydd o beryglon.<\/p>\n

Yn ystod ein sesiwn tystiolaeth, fe wnaethom hefyd siarad pam y dylai\u2019r hawl fod yn rhan o\u2019r gyfraith. Credwn y byddai hawl i gael tai digonol yn hyrwyddo polisi a rhoi ffordd i ddal Llywodraeth Cymru i gyfrif am y polis\u00efau hyn. Enghraifft dda o hyn yw\u2019r achos \u00a0dros hawl i dai hygyrch; cydnabuwyd ers amser maith bod prinder cartrefi hygyrch yng Nghymru. Rhagwelodd Swyddfa Archwilio Cymru y bydd tua 50,000 o bobl 65 oed a throsodd angen addasiadau tai bob blwyddyn erbyn 2025. Dim ond capasiti ar gyfer tua 30,000 o addasiadau tai sydd gan Cymru ar hyn o bryd. Cafodd y rhan fwyaf o\u2019r rhain eu gwneud gan Gofal a Thrwsio. Mewn gwirionedd, y llynedd fe wnaethom gyflenwi 19,144, ein nifer uchaf ers 2014. Os byddai hawl yn y gyfraith i gael tai digonol, byddai\u2019n ddyletswydd ar Lywodraeth Cymru i ffurfio cynllun i fynd i\u2019r afael \u00e2 \u2018r angen heb ei ddiwallu am dai hygyrch ac \u2013 oherwydd mai dyna\u2019r ddeddf \u2013 pe byddai\u2019r angen hwn yn parhau i beidio cael ei gyflawni, byddai\u2019n rhaid i Lywodraeth Cymru esbonio pam nad oeddent yn gwella\u2019r sefyllfa.<\/p>\n

Byddai\u2019r gyfraith yn golygu na fyddai rhai o\u2019r heriau mwyaf sy\u2019n wynebu perchen-feddianwyr, fel tai hygyrch a chyflwr tai, yn cael eu gwthio dan y carped bellach a\u2019u gadael gyda bylchau polisi enfawr sy\u2019n golygu na chaiff y materion hyn eu gwirio a\u2019u datrys. Cefnogwn yr hawl i gael tai digonol yn y gyfraith oherwydd y bydd hyn yn ein helpu sicrhau canlyniadau gwell ar gyfer pobl h\u0177n yn byw yn eu cartrefi eu hunain ledled Cymru.<\/p>\n","protected":false},"excerpt":{"rendered":"
