Beth yw datgarboneiddio?\u00a0<\/strong><\/h3>\n

Mae datgarboneiddio yn golygu naill ai gynyddu gostyngiad carbon deuocsid (CO2) neu ei ddileu\u2019n llwyr o\u2019n hatmosffer. Mae \u2018datgarboneiddio tai\u2019 yn golygu atal cymaint o CO2 ag syn bosibl rhag mynd i\u2019r atmosffer drwy dai gwael. Mae mesurau datgarboneiddio i gartrefi yn cynnwys dadansoddi defnydd ynni cartref, uwchraddio gwresogi a phaneli solar.<\/p>\n

Beth yw\u2019r Rhaglen \u00d4l-osod ar gyfer Optimeiddio?\u00a0<\/strong><\/h3>\n

Cafodd y Rhaglen \u00d4l-osod ar gyfer Optimeiddio ei chreu gan y Bumed Senedd gyda\u2019r nod o gymryd dull T\u0177 Cyfan at ddatgarboneiddio cartrefi presennol ledled Cymru. Mae hyn yn golygu edrych ar y deunyddiau adeiladu, daearyddiaeth y cartref a\u2019r bobl yn y cartref, a sicrhau fod y cynlluniau a awgrymir i wella\u2019r cartref hefyd o fudd i\u2019r teulu a\u2019r lleoliad. Mae\u2019r cynllun yn dal i fod ar ei gam dysgu ac addasu \u2013 ar hyn o bryd, mae\u2019r rhaglen yn rhedeg mewn tri cham, gyda cham 2 rhwng 2021-2022, nad yw\u2019n cynnwys tai perchen-feddianwyr. Rydym wedi gofyn am eglurhad ar gynlluniau ar gyfer cam 3 fel y gallwn fod yn y sefyllfa orau i gynorthwyo gydag ymestyn y rhaglen i\u2019n cleientiaid.<\/p>\n

Barn Care & Ragair Cymru<\/strong><\/h3>\n

Mae Gofal a Thrwsio yn credu fod datgarboneiddio\u2019r stoc tai presennol yn fanteisiol i\u2019r cyhoedd a hinsawdd Cymru. Os caiff ei hymestyn yn gywir, mae\u2019n strategaeth a all sicrhau fod y cartrefi sydd yn y cyflwr gwaethaf ar hyn o bryd ac sydd \u00a0phobl fregus neu rai yn y ddyled tanwydd fwyaf difrifol yn byw ynddynt, yn cael y cymorth hirdymor, T\u0177 Cyfan maent ei angen.<\/p>\n

Mae Gofal a Thrwsio o\u2019r farn:<\/h3>\n
    \n
  • Nad yw\u2019r cynllun presennol i ymestyn y cynllun yn mynd i\u2019r afael \u2018gyda\u2019r gwaethaf yn gyntaf\u2019 ac yn hytrach yn anelu am y cartrefi symlaf i\u2019w h\u00f4l-osod a datgarboneiddio<\/li>\n
  • Nad yw\u2019r rhai ar yr incwm isaf, gyda\u2019r teuluoedd mwyaf bregus neu gyda dyledion tanwydd uchaf, yn cael eu targedu\u2019n ddigonol<\/li>\n
  • Nad oes unrhyw gynllun ar hyn o bryd ar gyfer mesur effeithlonrwydd hirdymor y gwaith datgarboneiddio yma, na\u2019u cyfradd llwyddiant presennol<\/li>\n
  • Mai dim ond mewn nifer fach iawn o gartrefi gyda manylebion tebyg iawn y mae\u2019r cynllun yn cael ei wneud ar hyn o bryd, felly nid oes fawr o warant y bydd y gwersi a ddysgir o\u2019r \u00f4l-osod tai yn berthnasol i\u2019r stoc tai ehangach<\/li>\n
  • Na chafodd pobl h\u0177n ac aelwydydd bregus eu hystyried pan oedd angen \u00f4l-osod eu cartrefi<\/li>\n
  • Gall gorfod symud allan o dai pan fo\u2019r prosiect yn mynd rhagddo atal llawer rhag bod eisiau \u00f4l-osod<\/li>\n
  • Bydd angen ystyried mynediad penodol wrth \u00f4l-osod cartref sy\u2019n eiddo i berson gydag anabledd corfforol neu lle mae rhywun gydag anabledd corfforol yn byw.<\/li>\n<\/ul>\n

    Crynodeb o brif argymhellion Care & Repair Cymru:<\/strong><\/h3>\n
      \n
    • Dylai\u2019r Rhaglen \u00d4l-osod er mwyn Optimeiddio gael ei chynnal mewn ystod eang o wahanol gartrefi o wahanol oedran, lleoliad, math adeilad a graddiad effeithiolrwydd ynni er mwyn asesu ei addasrwydd ar yr ystod eang o fathau annedd<\/li>\n
    • Dylai Llywodraeth Cymru ryddhau adroddiad interim ar effeithlonrwydd \u00f4l-osod sy\u2019n cynnwys set data ac esboniad llawn<\/li>\n
    • Dylid targedu\u2019r \u2018gwaethaf yn gyntaf\u2019 ar y pedwar gr\u0175p unigol a nodwyd, gyda\u2019r cartrefi ym mhob un o\u2019r grwpiau hyn sydd mewn tlodi tanwydd tlodi difrifol yn cael eu targedu gyntaf fel blaenoriaeth<\/li>\n
    • Dylid gweithredu egwyddorionSafonau Ansawdd Tai Cymru ac ymchwil yn y sector rhent preifat hefyd.<\/li>\n<\/ul>\n

      Ailgyflwyno Arolwg Cyflwr Tai Cymru<\/strong><\/p>\n

      Roedd Arolwg Cyflwr Tai Cymru yn arolwg blynyddol ac adroddiad dilynol ar gyflwr cartrefi ar draws Cymru. Roedd yn edrych ar lefelau y tai mewn cyflwr gwael, peryglon ac ansawdd cyffredinol y cartref ac yn galluogi Llywodraeth Cymru, cymdeithasau tai a landlordiaid (cymdeithasol a phreifat) i wneud yr atgyweiriadau ac addasiadau angenrheidiol i sicrhau fod eu cartrefi yn ddiogel ac yn ffit i fyw ynddynt. Cafodd yr Arolwg ei ddileu gan Lywodraeth Cymru yn 2018 ac nid oes dim wedi dod yn ei le. Mae hyn yn golygu fod yr holl data sydd ar gael ar hyn o bryd ar gyflwr cyfredol tai ar draws Cymru o leiaf bedair blynedd oed, ac nid oes gennym ddarlun cywir na chyfredol o\u2019r tirlun hyd yma.<\/p>\n

      Gweithredu dull T\u0177 Cyfan aml-fesur at \u00f4l-osod<\/strong><\/p>\n

      Mae T\u0177 Cyfan a Ffabrig yn Gyntaf yn dermau cyffredinol a ddefnyddir i ddisgrifio faint o waith \u00f4l-osod a datgarboneiddio a wneir ar d\u0177. Mae Ffabrig yn Gyntaf yn edrych yn llwyr ar y strwythur a\u2019r adeilad ei hun, tra bod T\u0177 Cyfan yn edrych nid yn unig ar y cartref, ond hefyd y ffordd y defnyddir y cartref a phwy sy\u2019n byw ynddo. Mae hyn yn caniat\u00e1u golwg mwy manwl ar y cartref ac awgrymu argymhellion mwy manwl ar gyfer cynlluniau \u00f4l-osod.<\/p>\n

      Creu a chyflwyno \u2018TrustMark\u2019\/sefydliad safonau sy\u2019n bodoli yng Nghymru yn un swydd i reoleiddio prosiectau \u00f4l-osod a rhoi sicrwydd i gleientiaid<\/strong><\/p>\n

      Er mwyn i berchnogion cartrefi a pherchen-feddianwyr fod yn hyderus yn y gwaith \u00f4l-osod a sicrhau fod gan y contractwyr a chwmn\u00efau a ddefnyddiant enw da, argymhellwn fod Llywodraeth Cymru yn datblygu sefydliad safonau ar wah\u00e2n i oruchwylio a rheoleiddio gwaith \u00f4l-osod ar draws y wlad. Bydd llawer o bobl h\u0177n a phobl fwy bregus a all fod yn chwilio am ffyrdd i insiwleiddio a gofalu am eu cartref fod yn edrych am gontractwyr i wneud gwaith \u00f4l-osod. Gallai hwn fod yn faes cynyddol ar gyfer sgamwyr a busnesau annibynadwy i fanteisio arno. I ddiogelu defnyddwyr bregus, cynigiwn greu sefydliad safonau a bod ganddo strwythur a chyfrifoldeb tebyg i TrustMark.<\/p>\n

      Llywodraeth Cymru i gyllido asesiad \u00f4l-osod ffurfiol dechreuol ar gyfer landlordiaid sector preifat a pherchen feddianwyr, yn unol ag arweiniad PAS2035<\/strong><\/p>\n

      Sylweddolwn y gall \u00f4l-osod fod yn ddrud ac yn aml y gall fod costau sylweddol i ddim ond cynnal yr asesiad dechreuol.
